Indonesia's halal deadline: 17 October 2026

What the deadline means

Under Government Regulation No. 42 of 2024, mandatory halal certification for foreign-origin food, beverages, slaughtered products and slaughtering services is set by the Minister of Religious Affairs "no later than 17 October 2026", after considering the completion of mutual recognition arrangements for halal certificates (BPJPH, 21 October 2024).

Reports of statements by the BPJPH Head say compliance is required from 18 October 2026 (detik.com, 1 July 2025). Confirm the operative date with BPJPH or your importer before you ship.

Two situations for a foreign product

Your product carries a halal certificate from a foreign certifier

The certificate must be registered with BPJPH (SHLN registration, "RSHLN"). BPJPH registers certificates issued by foreign halal bodies that have a mutual recognition arrangement with BPJPH. It does not re-audit the product; it checks that the documents are complete and valid (BPJPH FAQ).

Your product is not halal

BPJPH's Head has said non-halal products can still be imported and sold if they clearly carry a "not halal" statement (detik.com, 1 July 2025, a report of that statement). Check the exact wording and placement requirements with BPJPH.

Foreign halal certificate registration: what the decree says

• Decree No. 221 of 2025 (15 September 2025) sets the procedure and replaces Decree No. 90 of 2023.
• Registration is done through BPJPH's SIHALAL system, and BPJPH issues an FHC registration number.
• Registration is for the finished product that is imported. Raw materials need it only if they are imported to make finished products in Indonesia (BPJPH FAQ).
• The HS code must be given in full, with 8 digits, and must match the product (BPJPH FAQ).
• The registration number is valid as long as the foreign certificate is. Renewal can be filed from 60 days before expiry, and an initial registration needs the certificate to have at least 13 days of validity left.
• After registration, importers must report changes in the certificate data and must attach halal labels together with the registration number, in line with the regulations. Violations can lead to written warnings and administrative fines.

• For non-halal products, whether a clear "not halal" statement is present.

What it does not do yet

Our certifier list is not BPJPH's official list of recognised foreign bodies, so a certifier we do not list may still be recognised by BPJPH.

Does BPJPH audit my product when I register a foreign certificate?

No. According to BPJPH's FAQ, the audit was already done by the foreign body; BPJPH checks that the documents are complete and valid.
